Smain FEMMAM is Director of research at the University of Haute-Alsace France and responsible of the Research team on Signals & Safety Systems of Polytechnic Engineers School Sceaux France. He received the MS and Ph.D. degrees in Signal Processing and Computers from Versailles University, France in 1997 and 1999 respectively. Since 2013 he is promoted to a rank of senior director of research (HDR). After that, he joined the CMU Carnegie Mellon University & West Virginia University as Postdoc Fellow and Distinguished Visiting Professor. His main research area is signal processing, safety systems, communication and embedded systems. He has a strong interest in perception and characterization of signals, optimal filtering, spectral analysis, wavelets and perception haptics. Dr. Femmam is a senior member of IEEE, SEE and GDR ISIS. Member of IEEE C.A. committee France section. Vice president of IETI executive committee. Board of Director of the Institute for Engineering and Technology Innovations in the World. He has guided numerous thesis projects, including some doctoral theses. He is active reviewer for several scientific academic journals and committee member of international conferences. He is the (Academic, Chief) Editor-in-Chief,Editor, Editorial Board, Guest Editor & Advisory Board members of more than 20 International Journals. He has authored and co-authored more than 170 papers, four Chapters, two edited Books, seven Books published by Wiley, Springer & Elsevier.

Vyacheslav Burlov received a Specialist’s degree in Flight Theory (1972), a Doctorate in Cybernetics and Systems Analysis (1979), and the title of Professor of Technical Sciences in Cybernetics and Systems Analysis (1999). Professor Burlov is a renowned scholar in the fields of control systems, systems research, artificial intelligence systems, security, and the modelling of processes of various physical natures. He is the author of more than 15 peer reviewed books and 350 articles published by various publishers in Russia and abroad, including works on the formation of a system forming factor in the design and operation of artificial intelligence systems. In his scientific and pedagogical work, he is guided by the principle: “The aim of science is to seek unity”. Professor Burlov developed a theory of systems synthesis based on the law of preservation of object integrity. He applied the results of his theory in major aerospace projects in the USSR and Russia. He is a member of the Guild of Experts and a certified international class expert in the quality of professional education. Professor Burlov heads the scientific and pedagogical school “Systems Integration of Public Administration Processes”. The school is included in the Register of Leading Scientific and Pedagogical Schools of Saint Petersburg. For his contribution to identifying the development prospects of space technology and training scientific and pedagogical personnel for the space industry, the Russian Cosmonautics Association awarded Professor Burlov with the Academician V. N. Chelomei Medal For his achievements in training highly qualified scientific and pedagogical personnel, the Ministry of Science and Higher Education of the Russian Federation awarded Vyacheslav Burlov the Honorary Mentor badge. Vyacheslav is a professor at the Higher School of Technosphere Safety at Peter the Great Saint Petersburg Polytechnic University and a professor at the Department of Information Technologies and Security Systems at the Russian State Hydrometeorological University (Saint Petersburg).

Dr. Mihail Lucian Birsa is currently a Professor in the Department of Chemistry at the Alexandru Ioan Cuza University of Iasi, Romania. In 2003 he was selected as a member of the Alexander von Humboldt Foundation, working with Professor Henning Hopf in TU Braunschweig - Germany. Since then numerous return fellowships were granted by the Alexander von Humboldt Foundation. He has more than 125 publications in peer-review journals and published +45 books/book chapters (John Wiley & Sons, Thieme etc). Also, is editorial board member in more than 50 journals such as Applied Sciences, Arkivoc, BioChem, Edelweiss Chemical Science Journal, Journal of Medicinal Chemistry and Drug Design, Journal of Fine Chemical Engineering, Modern Approaches in Drug Designing, Pharmaceutical Toxicology.

Prof. Dr. Abdel-Badeh M Salem is a professor emeritus of Computer Science since September 2007 till now. He was a former Vice Dean of the Faculty of Computer and Information Sciences at Ain Shams University, Cairo-Egypt (1996-2007). He was a professor of Computer Science at Faculty of Science,AinShamsUniversity from 1989 to 1996. He was a Director of Scientific Computing Center atAinShamsUniversity (1984-1990). His research includes intelligent computing, expert systems, medical informatics, and intelligent e-learning technologies. He has published around 200 papers in refereed journals and conference proceedings in these areas. He has been involved in more than 200 conferences and workshops as an Int. Program Committee , organizer and Session Chair. He is author and co-author of 15 Books in English and Arabic Languages.

Dr. Fazlollah Abbasi holds a Ph.D. in Fuzzy Mathematics and its Applications from the Science and Research Branch, Islamic Azad University, Tehran, Iran. His research focuses on fuzzy logic, fuzzy reliability estimation, and intelligent decision systems with applications in industrial mathematics and automation. He has published extensively in leading journals such as Soft Computing, Information Sciences, and the Journal of Intelligent & Fuzzy Systems. Dr. Abbasi serves as Managing Editor of the Journal of Fuzzy Set Valued Analysis and the Oxford Journal of Intelligent Decision and Data Science, and as Associate Editor of the International Journal of Industrial Mathematics. His contributions to fuzzy systems and soft computing have advanced applications in robotics, reliability modeling, and computational intelligence.

Janusz Mindykowski (IEEE SM’2013, IEEE Life SM’2025) was born in Poland in 1950. He received the M.Sc. and PhD. Degrees in electrical engineering from the Gdańsk University of Technology, Poland, in 1974 and 1981, respectively, and the D.Sc. Degree from Warsaw University of Technology, Poland, in 1993 and the Professor’s title – in 2002 from the President of the Republic of Poland. He is currently a Head of Marine Electrical Power Engineering Department, Gdynia Maritime University. A key point of his research is focused on power quality problems. Prof. Mindykowski very actively cooperates with different institutions whereof a Fellow Member of the Institution of Engineering and Technology (1994-2013), a member since 1999 and a Chairman of IMEKO TC4 Technical Committee on Measurement of Electrical Quantities (2012-2015), the Member of the Committee for Metrology and Instrumentation, Polish Academy of Sciences (2003-2015), the Member of Metrology Council at the Central Office of Measures since 2017, Poland, Honorary Professor of Shanghai Maritime University, China (2006), Doctor Honoris Causa of „Georghe Asachi” Technical University of Iasi, Romania (2018).
